Homefull Care is a physician-led APD residential home in Tampa, Florida, created to provide safe, compassionate, and dignified support for adults with developmental and intellectual disabilities.
Homefull Care was founded by Dr. Rhonel Citterbart, an internal medicine physician with more than 16 years of healthcare experience and a lifelong belief in the power of a supportive home.
Growing up, Dr. Citterbart witnessed family members open their homes to others during times of need. Those experiences showed her that a home can provide far more than shelter—it can provide safety, stability, dignity, belonging, and hope.
Throughout her medical career, she saw firsthand how strongly health outcomes are influenced by the environment people live in and the support systems surrounding them. She recognized that quality care is not only about meeting medical needs—it is also about helping people feel respected, supported, and truly at home.
Those experiences inspired her vision for Homefull Care: a physician-led APD residential home where adults with developmental and intellectual disabilities receive individualized support in a safe, structured, and compassionate environment.
“To create the kind of home we would want for someone we love.”
Physician-led oversight means residents benefit from professional clinical insight, coordinated care support, and a team committed to safety, dignity, and quality of life every day.

Homefull Care is designed for individuals who may benefit from structured, person-centered residential support in a home-like environment in Tampa, Florida.
Final placement depends on APD eligibility, waiver authorization, service needs, staffing capacity, and individual assessment.
A note on language: We describe our services as medically supportive APD residential care — not skilled nursing or hospital-level care. Our physician-led oversight shapes our approach to safety, observation, and care coordination within the residential habilitation model.
Comprehensive daily living support within a structured APD-licensed residential home — the foundation of everything we do.
Dependable around-the-clock staff presence, structured routines, safety checks, and support with daily living needs — every hour of the day.
A clinically informed setting for residents who need medication awareness, appointment coordination, observation for changes in condition, and communication with families and care teams.
Structured routines, consistent staffing, individualized support strategies, and calm redirection for residents who benefit from predictable daily environments.
Assistance with daily routines, hygiene, meals, mobility, communication, community participation, and independence-building skills.
Supportive care and supervision when a family member or caregiver is temporarily unavailable — when authorized and appropriate through APD.
Planned outings, social engagement, recreation, volunteer opportunities, spiritual participation, and meaningful community involvement.
Individualized support for adults with autism and intellectual disabilities — structured, sensory-aware, routine-centered, and dignity-first.
Clinical experience shapes how we think about safety, observation, early recognition, prevention, and care coordination. Our approach is built around noticing what matters before it becomes a problem.
Families, guardians, and Waiver Support Coordinators deserve timely updates, honest answers, and a team that returns calls. We commit to responsive, documented communication at every step.
Residents thrive with consistency. Our daily routines are built around each individual — not the schedule of the facility. Stability, dignity, and meaningful activity every day.
Health awareness, emotional wellness, community inclusion, and quality of life — all together. We focus on the whole person, not just their diagnosis or waiver authorization.
Our staff model is built around dependability, training, supervision, and accountability. At Homefull Care, the people who care for our residents are the most important part of what we do.
A note on behavior-supportive services: APD residential habilitation includes standard and behavior-focused models. Behavior-focused services require designation and specific staff qualifications. Our site describes behavior-supportive residential care only in ways consistent with our licensure and designation status. We are transparent with families and coordinators about what we provide and what requires additional authorization.
A safe, beautiful, and supportive home where residents can build routines, develop independence, participate in their community, and feel a sense of belonging.
Choosing a residential home is one of the hardest decisions a family can make. At Homefull Care, we approach every conversation with honesty, patience, and a clear understanding of what is at stake. Our goal is to provide a safe, structured, clinically informed home where your loved one is supported with dignity.
We understand that Waiver Support Coordinators need responsive communication, clear answers, and dependable providers. Homefull Care is built to make the referral process organized, transparent, and timely — every time.
For discharge planners and clinical teams supporting adults with developmental disabilities, Homefull Care offers a structured, clinically informed residential setting focused on safety, stability, care coordination, and communication.
